Coal Worker Monthly Wage Components

The National Coal Wage Agreement (NCWA XI) Explained

The National Coal Wage Agreement XI (NCWA XI) was concluded by the Joint Bipartite Committee for the Coal Industry (JBCCI-XI) and signed on May 20, 2023, covering approximately 2.8 lakh non-executive coal workers across Coal India Limited (CIL) and the Singareni Collieries Company Limited (SCCL). The agreement provides a 19% minimum guaranteed benefit (MGB) and revised wages effective retrospectively from July 1, 2021.

Daily Rated vs. Monthly Rated Categorization

Coal industry workers are categorized based on operational deployment:

  • Daily Rated Categories (Cat I to Cat VI): Predominantly engaged in manual excavation, drilling, timbering, haulage, and maintenance in both underground and open-cast mines. Monthly wages are derived by multiplying daily rates by 26 shifts.
  • Monthly Rated Grades (Grades E to Special): Encompasses clerical, supervisory, technical, and ministerial cadres operating in colliery offices, workshops, and washeries.

Underground and Attendance Allowances

Due to demanding physical conditions in subsurface mining, miners working in underground seams receive a dedicated Underground Allowance of 9% of Basic Pay. In addition, workers meeting regular attendance thresholds earn an Attendance Bonus of 10% of Basic Pay.

Worked Example: Underground Miner (Daily Rated Cat I, 26 Shifts)

Calculation for a Category I miner working 26 shifts underground in an ECL colliery:

1. Daily Basic Wage: ₹1,502.66 × 26 shifts = ₹39,069.16 (Rounded to ₹39,069)
2. Variable DA (45.4% of ₹39,069): ₹17,737
3. Special DA (1.795% of ₹39,069): ₹701
4. Underground Allowance (9% of ₹39,069): ₹3,516
5. Attendance Bonus (10% of ₹39,069): ₹3,907
6. Transport Allowance (₹40 × 26 shifts): ₹1,040
Total Monthly Gross Wage: ₹65,970
Deductions (CMPF 12% on Basic+VDA+SDA ₹57,507: ₹6,901 + PTax ₹200): ₹7,101
Net Take-Home Wage: ₹58,869 per month
